The only basis for a description of this fragment is Stuart's drawing which appears to show a panel of interlace, probably half pattern B, surrounded by a roll moulding.
The interlace type is apparently not later than the ninth century. The fragment could be part of a cross-head, but not enough information is available to be certain.
